Abstract: Turkey’s military has historically enjoyed a guardianship role in the country; however, CMR (Civil–military relations) have evolved over time due to changes in agency and political circumstances.Turkish civil–military relations have historically been shaped by the military’s role as both a protector of the state and a guardian of Kemalist principles and secular constitution. Since the founding of the Republic in 1923, the Turkish Armed Forces (TAF) positioned itself as a main political actor, staging several coups (1960, 1971, 1980, 1997and 2016) to preserve secularism and national unity. However, with democratic consolidation, EU accession reforms in the early 2000s, and the rise of the Justice and Development Party (AKP), civilian supremacy gradually increased. The failed coup attempt of July 2016 further redefined this balance, leading to significant restructuring of the military under tighter government control. Today, while the TAF remains an influential institution, civilian authority under the presidency exercises stronger oversight, marking a transition from military guardianship toward civilian control, though tensions over autonomy and political influence still persist.
